These Community & Local Issue Submission Guidelines govern all issue submissions made through Public Pulse.

Public Pulse is not a complaint forum, legal claims platform, investigative service, or public accusations platform.
2. Review and Approval Process
All issue submissions are reviewed by Public Pulse before publication.
Submission of an issue does not guarantee publication.
Public Pulse reserves the right to:
- Approve submissions
- Reject submissions
- Request additional information
- Edit submissions for clarity, accuracy, length, formatting, or legal compliance
- Remove published issues at any time
- Archive issues
- Disable participation on issues
Public Pulse is under no obligation to publish any submission.

Other Matters of Public Interest
Issues that reasonably affect a community, neighbourhood, municipality, or region.
4. Prohibited Content
Users may not submit content that:
Contains False Information
- Knowingly false statements
- Misleading information
- Fabricated claims
Defames Individuals or Organizations
- Unverified allegations
- Personal accusations
- Statements that may harm reputations without factual support
Targets Private Individuals
Public Pulse is not intended to facilitate complaints about private individuals.
Submissions may not identify, target, accuse, or attack private persons.
Contains Harassment or Abuse
- Personal attacks
- Bullying
- Harassment
- Threats
- Intimidation
Contains Hate Speech
Content that promotes discrimination, hatred, violence, or hostility toward individuals or groups based on protected characteristics.
Contains Illegal Content
- Criminal activity
- Fraudulent content
- Copyright infringement
- Privacy violations
- Unlawful conduct
Contains Private Information
Users may not publish:
- Personal addresses
- Personal phone numbers
- Email addresses
- Financial information
- Medical information
- Government identification numbers
- Any other private or confidential information
5. Public Officials and Government Matters
Discussion of government policies, public programs, municipal decisions, infrastructure projects, elected officials acting in their official capacities, and matters of public interest may be permitted.
However, submissions must remain factual, respectful, and focused on issues rather than personal attacks.
Public Pulse may remove content that creates legal risk or violates these Guidelines.
6. User Responsibilities
By submitting content, you represent and warrant that:
- The information is accurate to the best of your knowledge
- You have the right to submit the information
- The submission does not violate any law
- The submission does not infringe any third-party rights
- The submission complies with these Guidelines
Users are solely responsible for the content they submit.
7. No Guarantee of Accuracy
Public Pulse does not independently verify every submission.
Publication of an issue does not mean that Public Pulse:
- Endorses the submission
- Guarantees accuracy
- Confirms the facts
- Adopts the views expressed
Users should independently evaluate information presented on the platform.
8. Participation Features
Public Pulse may allow users to support, oppose, vote on, or otherwise participate in issues.
Participation results reflect the opinions of participating users only and should not be interpreted as official findings, legal determinations, government positions, or verified facts.
9. License Granted to Public Pulse
By submitting content, you grant Public Pulse a non-exclusive, worldwide, royalty-free, perpetual license to:
- Review
- Store
- Reproduce
- Edit
- Publish
- Display
- Distribute
- Archive
- Remove
the submitted content for platform operation and related purposes.
10. Removal Rights
Public Pulse reserves the right to remove, modify, restrict, suspend, or disable any submission or related participation activity at any time and for any reason.
Public Pulse may take such action without prior notice.
11. Reporting Concerns
Users who believe content violates these Guidelines may report concerns through the contact information provided on the Platform.
Public Pulse may investigate and take action as it deems appropriate.
12. Changes to These Guidelines
Public Pulse may update these Guidelines from time to time.
Updated versions will be posted with a revised Effective Date.
Continued use of the Platform constitutes acceptance of any updated Guidelines.
